Wow, that's one ugly screenshot. It's also not an iFly product, so if your question is specific to the EFB, you might want to pose the question in someone else's forum. Otherwise, in reading the NOTAM on the EAA website, all I see mentioned about "30 miles" is to turn lights on within 30 miles of OSH/FLD/Appleton. VFR arrivals are to turn transponders to Standby at or before Ripon (15 miles from KOSH). VFR departures are to leave transponders on Standby until leaving OSH Class D (5 miles from KOSH), and IFR departures will all have transponder codes. From your screenshot, it looks like everybody read the NOTAM and turned their transponders on outside Class D. As Desert Flyer mentioned and the NOTAM alludes to, those with ADS-B Out have their ADS-B transponders automatically ON with the master or avionics switch.
