The FAA's new rule affects many devices. The UAT package with the iFly 740 and SkyGuardTWX is not affected by the new ruling. All SkyGuards now have the needed SIL=1 / SDA=1, to keep the ADS-B Out signal compliant and waking up the Traffic system. The ruling was that any device, not just portables with a SIL / SDA (GPS spec), of less than 1, would no longer trigger or be included in the TIS-B services after Jan 2016. This does not affect units with the SIL / SDA (GPS spec), greater than 0.

SkyGuardTWX has worked with the FAA to extend a GPS upgrade for older units with the SIL=0 / SDA=0 to be upgraded and set to SIL=1 / SDA=1. This would allow those older units to continue to trigger and be included in the system. It gives them a rule-compliant GPS, but it still does not mean it is TSO'd or Certified for the 2020 mandate, simply that it will continue to work and trigger the TIS-B system.

The VP+EX version is already 2020 Compliant when installed in Experimental and LSA aircraft and has a SIL=3 / SDA=2 setting. No further approval or certification is needed for it. The Non-EX version is sending a ADS-B signal that is compliant, it's just waiting on the TSO from the FAA to be installed in type-certified aircraft. This is basically relayed directly from SkyGuardTWX. Hope this helps clear things up.
