I installed 10.0.31 today on my 740. I was playing around with it when I received the esectional.exe error. Looking at the detail it seemed like it was complaining about the network or http.
This might be the problem because I was having problems with entering my account info. Once it accepted my password and/or email address it was about a minute later that the error appeared. I rebooted and it seemed to work but didn't wait for the error and shutdown. It's a good thing I backuped the last version because I don't want to encounter this error again.
