Jim,
We have this on our "Dynamic Distance Ring" feature. You just need to enable it:
1) To turn on the Dynamic Distance Ring: "Setup -> Map Settings -> Distance Rings -> Dynamic"
2) To enable ETE on the ring: "Setup -> Map Settings -> Show ETE on Dynamic Ring"
Now, anytime you pan to a new location, the ring will show you distance and Estimated-Time-Enroute (Based on ground speed)
(Depending on what product version you are on, these details may be slightly different.)
Once enabled, anytime you are panning around the map the ring will show you distance and ETE to that point, based on your ground speed.
