To clarify, Windows 7 (and 8?) includes a snipping tool. WinXP and earlier versions do not. (Not sure about Vista.)

You can do screen captures by using shift Prtsc, Alt PrtSc, or Ctrl PrtSc. Then use paste or Ctrl-V inside of your paint or document program. The key modifiers change what part of the screen is captured. I usually try each of them until I get what I want... This has worked since windows XP, and before that I believe...
