i got interested in skyBeacon when I read the recent AP email  mentioning that it’s eligible for the FAA rebate 

since Our very basic LSA flies with no transponder I figured having ads-B out .... which is supposed to eventually replace radar based ATC.... would make me more visible to not only ATC but all  Aircraft with ads-B in....without having to come up with the cash and complexity (our instrument mounting space is pretty much maxed out) of buying a transponder.

unless my inquiries were misunderstood, it appears that ads-B out devices require  the aircraft has a transponder.or have one integrated in their own box..and  specifically that  skyBeacon will not work without a transponder on board.

Anyone know otherwise?

i take it the FAA rebate does not apply to any of the low cost ads-B in devices?

ADS-B in is not part of the FAA mandate.  Rebates would not apply.

You need at least a mode C transponder in order for any of the skyBeacon ADSB out transmitters to work.

What both previous responders said is true.  To answer your main question: yes, you need a transponder.  Either a Mode C transponder + UAT ADS-B out, or Mode S with ES (Extended Squitter.  Or stay out of airspace that requires a transponder/ADS-B.  Since you don't have a transponder now, maybe that's not a problem?

Used transponders that would work are always for sale -- some could be had for just $200-300 dollars, with yellow tag.

I just picked up a used GARMIN digital for $400 that was new just 5 years ago.  I sold my analog 1977 Cessna transponder for $125.
