Ok, so the ADS-B out reports pressure and gps altitude. ATC uses pressure altitude. Portable ADS-B In equipment of the type we discuss here have only GPS altitude available to them (no static port connection).

My question is how does traffic resolve the difference between GPS and Pressure Altitude when determining traffic's relative altitude?
