Yup. All winds should be reported as three digits. Runways should be whatever is painted on the end. Good job!

Jim_W, funny that you should use 20 and 200 as your example. That's exactly what my ATP right-seater and I did. We somehow managed to interpret 20 on the G1000 METAR display as wind from 200 and we landed downwind on runway 20!

That's the only runway where it gets confusing. Subtract (or add) 18 from any other runway.

HWO has 1L and 1R, 10L and 10R!!!!!

OK, but those are different runways, but just as confusing (03 and 30 also).

I don't think you'll find any runways marked "03" in the US.

Walter is right. Runways should be listed using their correct names, as listed in the AF/D and painted on the ends.

Said another way, numbers indicating directions are three digits. Runway numbers are one or two digits, so saith the Good Book.
