You beat me to the post. I was just coming back here to report that I had found the location settings in Win 10. As it turns out, my old computer was set to NOT allow apps to access my location, where the new computer was allowing it. You can turn it off globally, or by app. I turned off the location, so now iFly is working as expected, centering on my flight plan waypoint.
