I don’t understand how the portable transmitter and transceiver units such as the SkyGuard ( http://adsb.skyguardtwx.com/uat-trans... ) can claim “Plan to beet FAA 2020 ADS-B OUT requirement”. Since when has the FAA ever certified any portable unit? Especially in a certified aircraft?

The SkyGuardTWX ships as a portable, with exception of the new EX model. They do have the means to bolt the unit into the plane and then use installed antennas. The new EX meets the 2020 compliancy for LSA and Experimental Aircraft when installed. Below is there Compliancy Statement.

2020 Compliancy Statement: “Meets Performance Requirements” of TSO-C154c for 1/1/2020 mandate when installed in Experimental and LSA aircraft when installed with external antennas with external antennas (per February 9, 2015 rule change to 14 CFR 91.225 (b)(1)(ii)
(Installation in LSA aircraft needs letter of authorization from aircraft manufacturer)

They are still working on the Certification for Type Certified aircraft. I'd reach out to Don at SkyGuardTWX with any certification questions. I hope this helps.

What I find as a oxymoron, is that you can use the Sky Guard transceiver in a certifed aircraft as a portable being a participating aircraft all day long until 2020 and use it in a LSA or Experimental thereafter but you are illegal to use it after 2020 in a certified aircraft.

To me that makes no senses since the equipment complies with the FAA & FCC mandates and improves overall safety. What I would like to see is the same mounting rules for certified aircraft as the LSA and Experimental. If they did that, I think they would have a greater early adoption rate.

For now. We'll see what happens between now and 2020...Don at SkyGuard is working to create a solution for 2020 compliance in certificated aircraft as well. He's got 5 more years to get there.

In this vein, it sure seems that the 1090 adsb is mainly for airliners, while 978 is for everything else. Except military. If this is true, the 978 is the one for us while the 1090 is for airliner folks. If so, that's a huge factor in which one to buy.
