The Pilots Guide (iFlyGPS Pilots Guide 10.3.pdf, page 44) could use some more detail on the traffic labels.

Do I have this right:

➤⎯⎯⎯
 -13↥

Means traffic is between 3 and 10nm horizontal distance, 1,300' below ownship, heading 090°, climbing, and will be at the location indicated by the far end of the line in 60 seconds.  

I'm using Stratux ADSB, IN only, so I assume my altitude is from GPS only?

That's the way I understand it. Assume you have found the "traffic " instrument and have found that you are able to set the distance you will have the " Traffic Box" appear on your screen . I have mine set at 3nm and have determined that once the Traffic Box appears, there is sufficient time to visually find him or determine by position that hes not an issue. Usually around 1.5 nm before the target will be visible.
