To ErgoMike's observation, here is a slightly easier to read version of the TFR:

I would guess that the FAA's TFR website can display TFRs that are circles around a point, or maybe rectangles ("TFRs for Beginners")....but a 10-sided monster such as this TFR, which essentially is the perimeter around the bottom half of Manhattan, is beyond their capabilities.

The TFR finally appeared on the FAA's website (in its rectangular shape). It now also shows in iFly, as above.

My guess is that it was slow getting the TFR into the system with a skeleton crew at the FAA working on New Year's Eve.
