I understand your concern. We were below the hemispherical rule requirement for this flight. But I will admit in public that sometimes we fly at "IFR" altitudes when more than 3000' AGL in uncontrolled airspace. (Which aren't on the charts anymore, perhaps as a result of GPS. It used to be that there were sections on the chart out here where controlled airspace didn't start until 10,000' or 12,')
You've got a valid point about MVA's, and I don't always know what those are. They tend to be very high out here, even when I think they should be low. (RADAR coverage limitations.) But I know that they won't be within 2000' of mountain tops and since we only do this when in IMC, I can see and avoid any IFR traffic that might be flying lower than MEA's/MOCA's.
Now, if you want to report someone, how about the flight of four Military helicopters that flew withing a half mile of me last week at 8500' eastbound while I was at 8500' westbound!
